Hi, I grabbed GEOS 3.0.4 sources and compiled with VC7. Here's link to geos.dll that you can put in your Python25/DLLs directory. Should work with Python24 as well
http://personal.inet.fi/private/jmsalli/geos_3_0_4_dll.zip Works in my app. Also looks like that now only this file is needed (previously I'm not sure if the two DLLs were really necessary). Sorry, I wasn't following this discussion closely so I'm not sure if there was really need for GEOS version 3.0.1 exactly. I'm using Shapely 1.0.11, I think.
