I've recompiled the DLLs, this time specifically using MSVC_VER
option on command line, as suggested on GEOS pages. I thought
that was not really necessary as code to determine MSVC version
automatically should be quite trivial. Here's the link to files:

Also, the .zip now also contains the geos_c.dll. Now, this is an
alternative that you can try. That is, if regular geos.dll fails,
remove it and rename geos_c.dll to geos.dll. With very quick
googling I was not able to find out what is exactly the
difference between these files.

Let me know how it works. For me the new DLLs fail in two
more unit tests, using Shapely 1.0 SVN. Old DLLs "only" fail in
two tests.
