Now I understand better for the requirements. It will be served as a
exchange market for developers and users. So the procedure here maybe: the
users upload the files and documents for the plugin/extension, after review
and modification by developers, it can be put into the market place, and all
users are able to install this plugin from market place right?
Yes this would be the idea. Additional to the reviewing process I would
add on the user side a rating systems (1-5 stars or something like this).
I would not like to deal with commercial plugins currently. So there's
no need for a shop-system currently. If you find something you like
simply download/install it.

Sure you can send it to me as a private mail. I hope you noticed how
much enthusiasm the idea of the market place (gear shop) created. An the
Facebook project would find several friends too as soon as people will
notice what becomes possible with social network features.
