I think a manually review process might be require here to ensure the
user-contributed plugin is correctly categorized and well documented.

I agree with you. I will consider the problems that when I write the
proposal. Maybe in final state we can merge what we have in wiki/svn into
the market place so that it contains not only the add-ons.
