Unfortunately, I don't solder.  I know someone who does.
I have yet to crack open a Mac (I am curious to though!).

Which brings me to my next question:
Does it run a greater risk ruining the logic board attempting 
this fix or can I just ignore it (for now) without doing more 
damage?  

It's more of an annoyance than anything else right now.  
I still religiously use my SE for day-to-day work/games, but 
occasionally I'll need the SE/30 for HD to DD disk copying.

I also have the option of taking it into the local "we-fix-all-models" 
Macintosh repair shop.  Or in this case would that end up being a 
rip-off?
