Easiest options:
Really cheap external SCSI CD drive on eBay, and 7.5.x install CD makes life much easier.
Tell us exactly what Mac you have, and someone might be willing to put a suitable OS on your HD if you pay postage both ways. Where are you geographically?
What model Performa are you trying to get working, with what l/b upgrade?
