FYI, my layout is as follows...
Cable modem to WAP/Switch... G5 and SE/30 plugged into switch, iBook connects via WiFi. The switch should auto sense.
I will install fetch and try to connect to the G5 via FTP. :)

It's hard to tell without more details. The first thing I would check is the wiring: if you have a hub, ensure the link LED is active for the port of each machine (otherwise check the LED on your SE/30s' ethernet controller and your iBooks' control panel).
Another thing to do is reboot your SE/30 after changing things in the MacTCP control panel. I think it will warn you if you make a change which requires a reset, but I forget.
BTW, I think the MacTCP stack is loaded as needed. Start a TCP/IP application on the SE/30 before pinging it (eg. try pinging your iBook from the SE/30, or load something like Fetch, NCSA Telnet, or Navigator on your SE/30 before pinging it from your iBook).
Another thing to check: that both machines are on the right subnet. Be sure that you use Manual configuration on MacTCP (IIRC, Automatic uses bootp rather than DHCP) and a static IP address on your iBook. If your iBook doesn't know which interface to send the packets over, your SE/30 will never see them.
