You can use an ESR meter like the Dick Smith (cheap) type.  With these,
you can test the caps in circuit.  It won't tell you if the capacitance
has degraded, but ESR is an effective measurement of the overall
condition of a cap.  If the ESR is through the roof, the capacitance has
likely degraded out of spec as well.
