Hmm...

Just to be sure I read everything correctly you DID check the registry
on say one of these machines and either make sure the key was not
there or set it to 1?

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\ Policies
\Explorer

anything in those that might say:
DisableLocalMachineRun
DisableLocalMachineRunOnce
DisableCurrentUserRun
DisableCurrentUserRunOnce
NoRun

If those are clear then try running group policy editor, open a MMC
console window and add group policy or just run gpedit.msc from a
command line or prompt if you can.

Expand the branch called User Configuration.
The next steps is to expand Administrative Templates under User
Configuration.
Then click the System branch.
When you look at the right pane, you will see a number of items there.
One of them is called Prevent access to the command prompt.

There are other places in gpedit.msc (group policy) that might disable
certain features that you are trying to access.

Try these (if you have time) and let me know what you think.  Sorry
that you posted long ago and I have not had a chance to reply, been
