That is your first problem right there.  Upgrade to Windows 7, you
will not regret it.  As far as the problem being cross platform with
XP and Vista I would suggest to make sure you are using all the
correct drivers, especially Video drivers.  I usually get this problem
when I first build a machine and am using generic windows XP drivers.

But Windows Vista with visual settings enabled out of the box uses at
least 1GB of memory, and that is just crazy compared to the 64MB that
Windows XP uses.  If memory is not the issue, like I said before, look
to drivers or even activex controls (IE addons, firefox addons)
