The state of NJ changed over every traffic light under their control to
LEDs. As you suggested, the cost savings in power and not having to
constantly change bulbs paid for the conversion in a year. It was one of
the very few intelligent things the state has ever done.
As the cost of LED's comes down, we are going to see more and more use
of them, where it is appropriate. The sturdiness, lack of heat
generated, long operating life, and low operating voltage also makes
LEDs ideal for a lot of applications that designers and architects are
only beginning to think about. One minor problem is that the "white"
LEDs emit a different color spectrum than either incandescent or
fluorescent bulbs, so there are issues with the way we see colors.
(which is why the color of paint chips we see in the fluorescent lit
store may look very different when we apply it to the incandescent lit
walls at home!) A friend of mine is an engineer who designed a high end
LED work light and discovered that technicians had a hard time reading
color coded components and wiring with his prototypes. He had to find a
different specification LED in order to provide the correct spectrum on
the production models.

Actually the new technology is for LED bulbs. Supposedly less power
consumption and much longer life.
They replaced two traffic lights in town already with the new LED bulbs
and they are brighter and cleaner looking. Many of the top of the line
models of cars are using LED technology for taillights and Brake lights.
