A viable hypothesis, but I think the reason I was "ineligible" is because I had already applied for a couple of the coupons, but had forgotten about that. What puzzled me most and created my consternation was the claim as I tried to apply was that I had already RECEIVED coupons. Had I been informed that my application for coupons was being rejected because their records showed that I had previously APPLIED for coupons, I would have understood.
The DTV coupon website makes it clear that no coupons will be sent out until sometime in February or March of 2008. Thus their claim that I had already RECEIVED coupons caused me to begin scratching my head, trying to figure out what the heck was going on. But then again, it's the government, and worse yet, it's a government agency that deals with consumer issues which is certainly not their strongest suit.
