Sometimes I see the term "web content development" or developer. This seems closer to what I'll be doing. Would this still be closer to writing than web design?

I don't see how an independent contractor could charge much less than $30/hr and still make a living, given all the added costs and down time.

If you are a rank beginner the hourly rate is not going to be that great.
A List Apart recently published a survey of web designers and 17%
reported they earned under $10K/year. The largest segment, 23%, earned
$40K to $60K. $60K divides out to $30/hour.

I will not be doing the technical side of
designing the website, just content for it.  The site itself is being
designed by another party, on an existing network format or whatever the
correct term would be.  Is there a specific term or category for this sort
of work?  "Web designer" doesn't seem the correct category, so am guessing
I can't go by what web designers get, or can I?

If your job has nothing to do with the coding of the web site you will be
working as a researcher or writer. You may want to check with WIW
(Washington Independent Writers) about typical rates.
