Who said an independent contractor makes a living? ;-)

Sometimes I see the term "web content development" or developer. This
seems closer to what I'll be doing. Would this still be closer to
writing than web design?
I don't see how an independent contractor could charge much less than
$30/hr and still make a living, given all the added costs and down time.
