This is triple scary.

First, you are going to a web site that displays controls for making
changes to your computer. There does not appear to be any serious
security protecting this. The web page just changes your settings. Many
of these are security settings. It can access and delete cookies stored
on your computer at will. (Can others write web pages that will do the
same things to your computer using Flash?)

Second, it reveals that Flash stores a record on your computer. I have
read at macfixit.com that this is not cleared when you clear your browser
caches and that settings like Safari's "private browsing" do not prevent
Flash from storing this information. (Another good reason to not do your
banking from a computer that is not yours.)

Third, it reveals that Flash can download files to your computer and that
these files persist. Some can be deleted by this control panel, but the
extent to which you have control of your own computer is not clear.

I'm starting to think that Flash is more dangerous than ActiveX.
