Yes, I was able to solve the problem, with guided direction from the C-Guys. The article you posted is a good summary of what I went through; thanks for including this. What was apparently was affecting my computer was the AMD processor, which may have been exacerbated by it being on an Asus MB. I did try the MS support. MS Tech Support got back to me several days after I had the problem resolved, and offered this solution:

     As I understand, after installing Windows XP Service Pack 3 (SP3),
     the computer can only boot into Safe Mode.

     If I have misunderstood the situation, please let me know. Please
     be assured that I will work with you closely to resolve our issue.

     Before moving on, I would like to confirm if the system is
     preinstalled by the computer manufacturer.

     If this is the case, I would like to explain that this issue can
     occur since the same image to Intel-based computers is deployed on
     the computer which is non-Intel-based. Hence, the computer cannot
     boot up properly.
     Considering the current situation, I suggest we try the following
     steps to check if we can make any progress:

     Suggestion 1: Disable the IntelPPM service using the relevant command:

     ===============

     In Safe Mode, please go to Start, Run, and type CMD. Click OK to
     open a DOS like command window.

     In the window, please enter the following command:

     sc config intelppm start= disabled

     Press the Enter key to execute the command.

     Restart the computer to check the result.

     If the issue persists, let’s try to modify the relevant registry
     keys to disable the IntelPPM service

     Suggestion 2: Modify registry keys to disable the IntelPPM service

     Please go to Start, Run, and type REGEDIT. Click OK to open
     Registry Editor.

     In the left pane, please locate the following key:

     My
     Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\intelppm

     3. Right click the above key and choose Export. Please save the
     file as backup in .reg format. If any unexpected issue occur, we
     can restore the registry keys.

     Highlight the above key and double click the subkey named "Start"
     in the right pane.

     In the open window, please change the value to 4.

     Click OK to save the change.

     Quit Registry Editor and restart the computer to check the result.

     If the issue persists, please understand that we may need to
     recover the system using the installation disk of Windows XP. To
     avoid confusion, let’s discuss the action plan in our next
     communication.

     Please try the above steps and let me know the results at your
     earliest convenience.

I questioned whether I needed to also address this issue with Compaq, but haven't heard anything back from MS, nor do I expect to. I imagine the debate between MS and HP is only just beginning.

Not sure if you ever solved your problem, but I've been hearing a lot about
Intel/AMD drivers that can cause the problem you described.

FWIW, I've installed SP3 on nothing but AMD machines without any trouble.
About 4 so far, though none are HPs.  3 Dell's and 1 hand-rolled and none
have OEM installs, which seems to be the problem.

FYI, I went ahead and downloaded/installed the Windows XP Service Pack
3
(KB936929) update, which installed OK, but upon the mandatory reboot,
the computer came up with the BSOD momentarily and then to the options
screen. When I repeatedly tried to start normally, it failed each time
as well as when I chose Last Good Configuration. I ended up having to
boot into safe-mode and then do a system restore back to before the SP3
install. The BSOD only flashes on for 1/30 of a second so I can't see
what it is.

Any ideas? The Compaq Presario Win XP Media Center has all critical
updates installed up until SP3.
