What you call building out an undeployed technology, some would call adding features. Windows 7 has been in the pipeline since before Vista came out, if Vista had been a rousing success, we'd still be looking at windows 7 at some point. None of this of course is arguing that Vista is crap or not, just that either way they are going to keep chugging along.
