When the personal ownership goes away, you can have modular cars.
So when they are on the highway, a column of cars can couple together
like a train and conserve energy.

When the cars are computer controlled, they can talk to each other and
the traffic controllers at the major intersections and by controlling the
speed most cars will not have to stop at the intersections.

This is, of course, utopia.  You can't achieve something like that in a
place where individualism is paramount.  Perhaps, in the first Mars
colony.
