There is no such thing as clean coal. New plants may pollute less, but coal miners still get black lung and die.

Germany's assistance with solar rooftops has a payback period of 5 years and produce up to 80% of electricity, often 100%. The power companies are required to buy back excess power at retail, not wholesale as it is here. I haven't checked to see what the changes are in the German program are this year, though.


We have the technology to make even the dirtiest coal burning power
plants produce clean energy, it all comes down to cost. People balk
at high energy prices that is why solar has not been popular, and
even today the payback period with the high electric rates is 7 years
with hefty government incentives.  A system to do a house is about
$40,000, and that is only to reduce your bill by 30-50% in Maryland.
Most don't have access to that much extra capital to invest in a
$40,000 electric car and a home solar system.
