One problem with M$ building the anti-virus into Windows is the Europeans
would nail them for bundling it in as anti competitive.   They ran into a
similar problem when they were going to lock down the Vista kernel in such a
way that preclude most current anti virus software from working.

Given that the MS One Care anti virus product doesn't score all that highly
when tested against other products it still may not be a great solution.
