Apple's vendors perennially complain that Apple sticks their nose too 
much into their business. Intel's management remarked that Apple was all 
over them before switching to their processors and pushed them to do some 
things differently. Verizon passed on the iPhone because Apple as "too 
intrusive." Etc. Etc.

What's your point?

You ask whether I think MS is careless, sloppy and slovenly on purpose or 
if they accomplish this through  carelessness, sloppyness and 
slovenlyness? I don't know. Does it really matter which it is?
