Well television is one of those rights delineated in the constitution right?

Not exactly.  But ideas didn't move slowly in Colonial America,
they had media too.  And the rights of free speech and assembly
are delineated specifically.

Public discourse happened then via broadsheets, newspapers,
and other print media as well as of course word of mouth.

Technology evolves.

It could be argued that a government that mandates a non-
negotiable shift from one highly regulated (for good reason)
standard of communication--especially mass communication--
to another, by fiat, is in fact unconstitutionally exercising prior restraint of free speech.

Especially for those of limited means.

What simply amazes me is that America is one of the richest poor nations in the world.

What simply amazes me is that our elected representatives
can plan and execute so poorly.

Or maybe that doesn't amaze me that much.
