Missing the big picture (once again). The point of public transportation is not to make money off of ridership. There are many indirect ways to make money. One big way is to use public transport instead of building other, much more expensive, things like roadways. A good public transport system also stimulates the economy of the region, which translates to higher tax receipts. Etc.
