My dads began with a 0 means east coast.
Mine begins with a 4 south middle. My kids begin with a 3. Upper midwest.
My wife's also begins with a 4 Midwest. (issued in STL)
This is a problem with the SS database as they code SS#s according to
where you apply for your SSN.
Similar to Wisconsin's DL #s. I was once told the State Trooper
could get your SSN and a few other things all from your DL#. (I
don't mean running it, but by reading it, it was coded in there.)
