Nope, most of the Atlantic states don't have the first digit as their
respective zips.  Besides ZipCodes weren't implemented until well after
SS was established.

Back in the distant past, I can remember being able to decode where
someone was born by his or her social security number's first five
digits.  There were even pamphlets describing how to do so.  I guess it
took quite a while for programmers to figure out the obvious.
Incidentally, let me note as a quick factoid that without EZ Check, most
employers could spot made up social security numbers presently just by
comparing the place of birth and first three digits of the SSN.
