SSNs are for the most part now assigned as soon as an individual's birth
is recorded and certain activities carried out.  They're still assigned
based on place of birth et al.  New citizens are a trickier
consideration.  It is usually based on where said individual first
applied for a Social Security number if said number is one valid for a
green card holder.  I.E. someone who first got a green card in San
Francisco but moved to NYC would get an SSN based on the SF region
rather than NYC even though citizenship was applied for in NYC.

Older folks who somehow escaped having a Social Security number but now
need one for whatever reason like a passport will still get assigned a
number based not on where the number is sought but rather place of birth
and date of birth.
