Bill Funk is right, of course. However, I had in mind the idea of an exclusively direct, majoritarian government, not hybrid systems of government. As far as I am aware states having initiative processes have added them to (non-direct, non-majoritarian) representative systems of self-rule. Hybrid systems of government are interesting, but I, at least, need to get clear on the exclusive forms before I know whether to embrace the hybrids.
