I'm not sure I understand your question.

After I enable DHCP the network interface gets configured.  However, the
configuration is gone once connmand is restarted (e.g., when the system
is rebooted).  This "amnesia" starts happening when I set the network
interface configuration to be static.  After that, if I set the network
interface to get its configuration via DHCP, it works until connmand is
restarted.

So, if I re-enable DHCP and unplug/plug the cable, it works.  But the
configuration is lost after I restart connmand.
