Clean install. Ran yum update while excluding Horde and its components:
yum --exclude=horde* --exclude=imp-h3* --exclude=ingo-h3* --exclude=turba-h3*
--exclude e-smith-horde* --exclude e-smith-imp* --exclude e-smith-ingo*
--exclude e-smith-turba* update
signal-event post-upgrade ; signal-event reboot
Logged back in and ran:
yum --enablerepo=smecontribs install smeserver-php5-cgi
Error: Missing Dependency: php is needed by package pear-log

Error: Missing Dependency: php is needed by package pear-mail_mime

This is beyond my ability to troubleshoot, but the problem is clearly caused by
updating the base packages. Reassigning to base.
