To phrase it slightly differently,

After discussion on IRC we want to add another ability to
smeserver-mailsorting.

Obviously if smeserver-mailsorting is installed we cannot use sieve scripts

so the idea is to retrieve the (global) sieve status and the (user's) Sieve
property.

If both of these properties are enabled (the two are enabled by default)  then
in the end we let dovecot handle the email instead of sending it directly to
user's Maildir, if none of the preceding rules of mailsorting (in .mailfilter
or .procmailrc, respectively) has matched.

Otherwise, ie. if the email matches an existing mailsorting rule, then
mailsorting handles the mail.
