I'm currently on Linux nv 2.6.32-573.22.1.el6.x86_64 #1 SMP Wed Mar 23 03:35:39
UTC 2016 x86_64 x86_64 x86_64 GNU/Linux running
smeserver-hylafax-0.9-6.el5.sme.noarch and hylafax-4.4.4-1.el5.sme.x86_64 both
manually downloaded from SME8 x86_64 contribs repo.
Thing is I'm quite happy (and have been for years) with version 4.4.4-1, so
maybe we should stay with this for now or the 5.2.5-1 ones from RPMforge should
do.
Don't know about libjpeg-devel but when i ran yum localinstall it also pulled
these:

Anyway the important RPM that fixes faxgetty startup is smeserver-hylafax.
