one of the issues when disabled is also linked to the need to do a full masq
restart isntead of adjust.
we need to creae the chain on adjust if it was not created on restart (ie, if
disabled or initial install)
yes alternatively we could just do no thing if disabled on adjust, but if it
was disabled after being used, chain will be kept in place, so either we make a
complex code to flush if exists and disable and create if not and enable, or we
simple create an empty chain and if we disable it it will just stay empty. That
is the way few things work like fail2ban.

this arised on initial install with a simple masq adjust
or if XT_geoip is disbaled on any masq restart or adjust
from there I will retest why it blocked on my server.
