Well this is more a philosophical issue there.
Should we make deny the default and overriding option or should we make allow
this overriding behaviour.
Should we make local rules only harden the global rule or allow to make holes
in it.
As this would be used to increase security of the server, i would rather go to
the most restrictive approach.
But nothing wrong with your way of thinking, just i fear it might lead some
users with false sense of security. However, if this is properly documented
this should be ok for both approaches.
