Sounds to me like you have a hosed bootstrap.  You might want to try a
bunch of different numbers.  You can just do:
boot hd:X,\\:tbxi
When you find one that boots into linux then do the setenv boot-device.

At any rate my bootstrap is on hd:14  

If going up fairly high like 20, doesn't work.  I'd say that your
bootstrap/yaboot wasn't installed properly for some reason.  At that
point I'd recommend a reinstall paying close attention to where the
bootstrap is and making sure that it is HFS.
