Yes, fmirror is probably good enough for mirroring RPMs by file name,
size, timestamp.  But rsync goes further.  It also compares contents by
a clever block-oriented algorithm, and will patch the client file so
that it is the same as the server file, even when the names, timestamps,
and sizes match.  As I mentioned, that happened often during the 7.0
beta test.
IMHO, rsync is everything that FTP always should have been <g>.
