if he has good hardware and he do not want anything else then dialup you may 
have luck ;)

mserver as well as LineControl are in contrib :) (thanks to buchan). And the 
author of gmasqdialer (mserver) told me he want to have a look at LineControl

Yes this is important too.  I can't say how often I described the way to get 
dial up for users in newsgroups/webboards. This seems to be problematic for a 
lot.
