According to the changelog for 2.4.23pre1, the options lapic and nolapic
were added:

Mikael Pettersson:
o [ia32] adjust X86_VENDOR_ID offset in head.S, due to new NCAPINTS
o 2.4.22 local APIC updates 1/3: remove incorrect blacklist rules
  o 2.4.22 local APIC updates 2/3: add lapic/nolapic options
o 2.4.22 local APIC updates 3/3: disable APIC_BASE on reboot

2.4.22-3mdk is post-2.4.23pre1, so this option should work, can you try
booting with it, and maybe you will have working acpi?

When I boot a system with acpi=on, the system hangs during the boot sequence on
"checking for new hardware". The computer is a Toshiba Satellite 5200-711.
If I skip Harddrake during the boot sequence, the system hangs after i log in.
