KDE has nothing to do with the wheelmouse. You need to go a couple more
layers down to X Windowing System. I mean to recall hearing the XFree 4.0
should have built in support for wheel-mouse (but you have to do some
configuring I guess). Or if you use XFree 3.3.x you have to run a program
named imwheel and configure the X-setup so it accepts z-directions from the
mouse.
