If I understand what you're after, I think CDtoaster will do it. I'm
assuming that you want to produce your own output file hierarchy and
then drag files into to it. While I haven't done it, CDtoaster does
allow you to create that target hierarchy. Presuming that it will
actually write the CDs, it should produce what you want.
