No. Or at least, not yet.

Yes. It's better speedwise (but not by much, couple of revisions and it'll be
chasing tail-lights); gives crackers better access to your machine; gives web
designers more proprietary tags, modes and methods to play with; does a better
job of destroying things when it crashes and (as of v5.5SP1) dies more
spectacularly if you have any network problems.

Oh, and neither of them (as of v5.5) work under Windows 95. (-:
