well, it doesn't belong to any package. it's generated by DrakX at install time.
Create one:

cat > /usr/share/config/kdeglobals <<EOF
[Locale]
Charset=KOI8-R
EOF


I hope one day KDE will use a better default for Charset than latin1 :-/
