No I didn't assume that. The documentation on the web page and in the bootstrap RPMS description tells you that you need an internet connection at install time. And the web page refrences that a dialup user may have a long download. If you're doing urpmi for contrib most people are going to be using a network source and will have a internet connection. Finally, I didn't choose to do it this way.
