They are available to the mirrors... That's what Mandrake-old is for.
The thing is that a lot of mirrors do not wish to carry the older
versions.  Each distro version even if they only carry i586 costs them
about 3.7GB of disk space.

But there are indeed mirrors out there that have all this stuff...  I
believe carroll has 7.2 and newer.  Which is precisely what you're
asking for all the supported versions (7.2 is the oldest still supported
version).
