How about a new module for mcc : "default applications" ?
It would show items like : mail manager, web browser and so on
When selecting a mail application the module should :
        1/ if app not installed already => ask to install and quit,
        2/ ask to update the default mail icon on desktop,
        3/ ask to update the default mail entry in the menu,

But is it in the Mandrake way to choose defaults apps ?
If Mandrake is a user based distro, why not ask those users
via mandrakeclub for the defaults apps ?
