Did you modify panel configuration in 9.0 ? 

Try the following (warning, you will loose all GNOME configuration) :

-log as user on VT1 (not GNOME)
-gconftool-2 --shutdown
-mv .gconf .gconf.old

then log under GNOME and check if your panel configuration is ok..

if not, attach here files
/etc/gconf/gconf.xml.defaults/apps/panel/global/%gconf.xml and
/etc/gconf/gconf.xml.defaults/apps/panel/%gconf.xml

When you are done, go back to your previous config renaming .gconfd.old in
.gconf (you'll need to remove the new created .gconf)

Hi,

When I logged into Gnome for the 1st time upon upgrading from 9.0 to 9.1 RC2,
the Gnome panel had nothing on it - no menu, nothing.  Upon adding all the
relevant options, they functioned as expected.
