Yup, that is basically what I am doing now except that I usually just freshen (rpm -Fvh *.rpm) instead of URPMI Auto Select. I will try your method and see how it works. I wish I could figure out how to use rsync via an ftp client, then I wouldn't be downloading all the packages, just the changes. I understand URPMI works with rsync mirrors as well but it doesn't seem to be working properly on my work box but I need to investigate further.

Paraphrasing, but a good way to do it is:
1) mkdir /home/rpm (only first time)
2) urpmi.addmedia Local file:///home/rpm (only first time)
3) ftp the files to /home/rpm (every time)
4) urpmi.update Local (every time)
5) urpmi --auto-select
