Ron Stodden makes a package that does just that.  I can't recall the
name right off the top of my head, but it's an Aussie website address.

If you're investigating rsync, just use rsync manually.  However, your
attempts to do things are hampered by the fact that the mirrors are busy
with people trying to download RC's because we just released.  If you
try to ftp to the same mirror 10 times in a row, you might find that you
get rejected a few times because the anonymous limit has been hit.
