Ok, reproduced here.. until it is fixed, change theme using View/Apply
Theme/Modern, this works...

Two themes are listed modern and classic, however although the modern one can be
selected it does not work, even after restarting Mozilla. It returns to the
classic one, although it is listed as modern under preferences.
