I would say that probably using four cups water was too much. The added cool whip becomes a little liquidy as well. Next time I would use two cups water and just boil it in the microwave. Then add the jello, stir it until it is dissolved and cool slightly. Then add the drained fruit and cool whip. I also find that when making jello salads, the recipes that do not call for cool whip thicken very well. There is nothing wrong with using the cool whip but it will not be as thick.
