Folding is gentle stirring.  You use a rubber scraper to fold the mixture in 
half one way, then the other way.

As for one sixty-fourth of a teaspoon, if you're using that little, why 
bother?  There's no way to actually measure that small amount.  It's 
probably the smallest amount of dry ingredient you can hold between your 
thumb and finger.  A very small pinch.  If the recipe calls for a drop, you 
can use a real dropper and squeeze it once.

folding means to gently add an ingrediant by stirring or sometimes even by
hand, but do not use an electric mixer.
You just want to add it to the mixture by simply folding it into that
mixture enough just to coat, like adding nuts to the recipe, or sometimes
cool whip foods that really don't need to be beat to absorbe into the
recipe.
